Water flows from the bowl into the cylinders, where a stick floats. As it rises the stick somehow rings bells, drums and gongs. Sounded complicated. It's the oldest and largest water clock in the world, but seeing how most of it's missing (and it's damn huge) - not the most practical time telling device.

This told the official time for the whole province. At this size you'd expect that.
